Why is YVW running this service?

About a quarter of all toilets in Melbourne are still old single flush. Toilets are the third largest user of water inside the home - a single flush toilet on average uses 11 litres of water per flush, whereas a 4 star dual flush toilet uses only 4.5 litres for a full flush and 3 litres for a half flush.
Buying and installing a new 4 star dual flush toilet can be expensive so we're making it easier for customers by offering a competitively priced Toilet Replacement Program.

What toilets are offered and how much do they cost?
A.
There are three toilets to choose from - standard, mid range and premium - and the total cost depends on the model you choose. The cost covers the toilet itself, standard installation of the new toilet, removal of your old single flush toilet, discount from the upfront rebate and the GST amount. This saves you up to 48% off the price you would pay if you independently purchased and installed the new toilet.

Who installs the toilets?
A.
Schultz Plumbing will be installing the toilets for you. Schultz Plumbing has been a major supplier of plumbing services to domestic and industrial customers in YVW's service area for more than 15 years. All plumbers are qualified and hold a current Plumbing Contractor's Licence in Victoria. Schultz Plumbing went through a tendering process to win this contract.

What is 4 star water efficiency rating?
A.
Under the Water Efficiency Labelling and Standards (WELS) Scheme, products are rated according to their water efficiency. The more stars a product has, the less water it uses. This rating replaces the old triple A rating.

How much water does a 4 star dual flush toilet use?
A.
A 4 star dual flush toilet uses 4.5 litres per full flush and 3 litres per half flush. This compares to an old single flush toilet which uses around 11 litres of water per flush.

Does it cost extra to get the showerhead and flow control valve put in?
A.
No, if you would like to have a water efficient showerhead and flow control valve installed, these will be installed for free.

How much money will I save?
A.
If you choose to take part in the program, it is estimated that you will save between $250 and $470 off the price you'd pay if you were to independently purchase and install the new toilet.
Q.
How does the upfront rebate work?
A.
The full cost of the toilet already has the $100 Water Smart Gardens and Homes Dual Flush Toilet Rebate applied to it, and this will be reflected in the invoice. You do not need to apply for the rebate.
Note: The Victorian Government Water Smart Gardens and Homes dual flush toilet rebate is limited to one per household. If we find that your property has already received a dual flush toilet rebate, the rebate amount ($100) will be added to your next Yarra Valley Water account.

How many single flush toilets can I replace?
A.
You can replace as many single flush toilets as you like however only one toilet per household will receive the $100 rebate. If you replace any other single flush toilets under this Program, they will be charged at the reduced price but won't attract the Water Smart Gardens and Homes dual flush toilet rebate. Therefore they will be $100 more than the prices quoted.

I have an old dual flush toilet, can I get this replaced for these prices?
A.
This program is for replacing old single flush toilets. Schultz Plumbing are still able to replace your old inefficient dual flush toilets at a reduced price, but the Water Smart Gardens and Homes rebate may not be available up front. Please call 1300 2 FLUSH (1300 2 35874) to get a quote on replacing your old dual flush toilet.

What if I have already received the rebate for a dual flush toilet?
A.
If you have already received the Victorian Government's Water Smart Gardens and Homes dual flush toilet rebate, you can still replace your single flush toilet but there won't be a $100 rebate.

What is a standard installation?
A.
A standard installation means an installation that requires:
- No modification to existing waste or water point connections.
- Removal and replacement only.
- Installation in a two or less storey unit/house.

How do I know if my toilet will be a standard installation?
A.
When you phone 1300 2 FLUSH (1300 2 35874) or register online, you will be asked a series of questions about your existing single flush toilet suite to determine whether it will be a standard or non standard installation.

Are there any extra costs?
A.
All prices quoted are for a standard installation. If you would like to replace your old single flush toilet and it is deemed a non standard installation, the plumber will give you indicative pricing which may need to be confirmed by a site inspection.
Q.
What is a non standard installation and how much will that cost?
A.
A non standard installation means any other installation of a toilet suite under this Program. At the initial enquiry stage, Schultz Plumbing will ask you a series of questions to determine whether your existing single toilet suite will be standard or non standard installation. If during the site visit the plumber discovers anything that makes the installation non standard, these issues will be discussed with you and indicative prices given before commencing any work.
Non standard installations require one or more of the following:
- Modification to the waste or water pipe height;
- Removal of tiles required due to base of toilet being tiled over;
- Existing toilet pan built up above floor level on a concrete base;
- Toilet installation is on third floor and above;
- Skew/side delivery pan required;
- Pan collar waste pipe needs replacement or rubber has perished;
- Restoration works to floor or wall due to new install not matching previous installation footprint of cistern and pan;
- Poor condition of floor levels or floor boards;
- Disabled installation;
- Installation outside nominated working hours (e.g. after 9pm or Sundays);
- Toilet model request outside of range on offer;
- Installation of a mid level model (required where the water point is too high for a standard model);
- Rectification or alteration due to poor or illegal previous plumbing works;
- Installation of second or more toilet suites as rebate will not apply.

Can I choose my own toilet for the plumber to install?
A.
No, we have secured heavily reduced prices for the three models of 4 star dual flush toilets on offer. Our offer is limited to installing these toilets only; purchased through this program.
Q.
How long will it take?
A.
Allow about two hours for the plumber to replace the toilet. There may be some circumstances where it takes longer but the plumber will let you know if this is going to happen.
Q.
What work will be done during the appointment?
A.
The qualified plumber will first inspect the toilet to see if replacement is possible. The plumber will then remove the existing single flush toilet and install the dual flush toilet you have selected. The plumber will test the new toilet, show you how it works and clean up the work area. You will need to complete a small amount of paperwork.

When will the plumber come to my house?
A.
Plumbers can visit your home between 7am and 6pm Monday to Friday and 8am to 6pm on Saturdays. Schultz Plumbing will work with you to make an appointment time that suits. Appointments can't be made for Sundays or public holidays.
Q.
When can I use the toilet?
A.
Your new toilet may be set on silicon and the cement (if used) needs to harden before any weight is put on the toilet. You will not be able to sit on it or place any pressure on it for approximately 4 hours after a standard installation, depending on the weather conditions. Your plumber will be able to advise you of the approximate drying time after it has been installed as it can vary depending on the individual situation.

Is there a rebate available if I arrange to have my single flush toilet replaced myself?

Yes there is a $100 rebate available to customers who have single flush toilets replaced with a dual flush toilet by a licensed plumber.

Are there concessions for pensioners?
A.
There are no pensioner concessions available for this program.

Is there a warranty on the toilets?
A.
The toilets are covered by a 10 year manufacturer's warranty, which starts from the date the toilet is installed. There is a seven (7) year workmanship warranty on work done by the Schultz Plumbing plumber. All paperwork will be given to you at the time of installation.
Q.
How and when do I pay?
A.
All costs will be payable upon completion of the toilet installation. Schultz Plumbing will give you an invoice on the same day; payment can be made by cash, credit card, EFT or cheque.
